Brief Introduction:
He is chief engineer of Guangdong Urban and Rural
Planning and Design Institute, professor-level senior planner. He is a member
of Professional Evaluation Commission of Higher Education Urban and Rural
Planning of Ministry of Construction; director of Association of International
Cities and Regional Planners, academic member of regional planning and urban
economy of Urban Planning Society of China, member of Academic Board of Urban
Ecological Planning and Construction and member of Guangzhou Urban Planning
Council. He graduated with a bachelor’s degree from Zhongshan
University and obtained a master’s
degree in London University,
Britain. Ever
since 1986, he has been engaging in urban planning and design, participated in
the formulation of many important plans and planning policies of Guangdong
Province. He is chairman of the project “Pearl River Delta Global Spatial
Planning 2014-2020”. He has a profound understanding of the development and
process of urbanization of Guangdong
Province since the reform
and opening-up. The projects he completed have been fully supported by the
state and society. Of them, “Coordinated Development Plan of Pearl River Delta
Urban Agglomeration” won the 2006 National Excellent Project Design Gold Award;
“Study on Regional Greenbelt Planning of Guangdong Province” won the 2004
National Excellent Project Design Bronze Award; “Planning of Pearl River Delta
Greenway Network” won the 2012 First Prize of Excellent Planning and Design of
Ministry of Construction; “Key Action Plan of Livable Bay Area of Circum-Pearl
River Delta” won the 2015 First Prize of Excellent Planning and Design of
Ministry of Construction.

From 1997, he participated in the organization and
formulation of “Guideline on Planning and Design of City Plazas in Guangdong Province”
(1997); “Guideline on Planning and Design of Towns in Guangdong Province”
(1999), “Guideline on Planning of Guangdong’s Greenbelts around City” (2002)
and “Guideline on Planning of Regional Greenbelt of Guangdong Province” (2002).
Guideline on Planning of Cities in Guangdong
Province is China’s first guiding tool
combining urban planning polices with technologies, which was created by the
provincial construction department to absorb experience of developed countries
and has won good praise from Ministry of Construction .
In 2001, he participated in the technical assistance
project of the World Bank – “Study on Strategy of Pearl River Delta Environment
Management”. The completion of this project facilitated loans from the World
Bank to the Pearl River Delta sewage disposal project.
In 2003, he participated in the formulation of
“Guideline on Planning of Central Towns in Guangdong Province”.
In 2004, he participated in the formulation of
“Coordinated Development Planning of Pearl River Delta Urban Agglomeration”
jointly conducted by provincial Party committee, provincial government and
Ministry of Construction. This project has been approved by the provincial
people's congress and provincial government and has entered the implementation
phase. It is China’s
first area planning approved by the provincial people's congress.
In
2010, he became the project chairman of China’s
first regional greenway planning – “Greenway Planning of Pearl
River Delta”. The Pearl River Delta Greenway Network has become an
important mark of transformation and development of Pearl River Delta cities.
In 2011, he presided over the formulation of “Planning of Regional Greenways in
Guangdong Province”
based on the experience of greenway construction of Pearl River Delta. This
plan was approved by Guangdong People’s Government in May, 2012 and became a
programmatic document about promoting greenway construction in the whole province of Guangdong.
In
2014, he chaired the “Guangdong People’s Government Global Planning”. This
project will, according to the requirements of Guangdong People’s Government,
balance elements of production, life and ecological space with all-regional
dimension, form a urban agglomeration layout of division of responsibilities
and with complementary functions and constitute a regional planning system
suitable for development of urban agglomeration.
